Ahora imagine escenas de pobreza aplastante, un desempleo asombroso y un \u00e9xodo masivo de <a href=\"http:\/\/www.pewresearch.org\/fact-tank\/2015\/10\/14\/puerto-ricans-leave-in-record-numbers-for-mainland-u-s\/\">decenas de miles de personas que huyen<\/a> de la isla en busca de mejores oportunidades cada a\u00f1o. Bienvenido al territorio estadounidense de Puerto Rico.  <\/p>\n<p>Puerto Rico es una isla en crisis, con una deuda creciente, un sistema econ\u00f3mico roto y una poblaci\u00f3n cada vez m\u00e1s desesperada por encontrar oportunidades en otras partes de Estados Unidos. Los responsables pol\u00edticos han discutido las causas de la crisis, y muchos afirman que desaparecer\u00eda si los puertorrique\u00f1os tuvieran acceso a m\u00e1s ayudas gubernamentales. Sin embargo, la experiencia de los puertorrique\u00f1os en el continente cuenta una historia diferente.  <\/p>\n<p>En este gr\u00e1fico para <strong>The LIBRE Institute<\/strong>, comparamos <a href=\"http:\/\/factfinder.census.gov\/faces\/tableservices\/jsf\/pages\/productview.xhtml?pid=ACS_10_SF4_DP03&amp;prodType=table\">caracter\u00edsticas econ\u00f3micas seleccionadas<\/a> de la poblaci\u00f3n puertorrique\u00f1a en la isla con la poblaci\u00f3n puertorrique\u00f1a en el continente en los cuatro estados y territorios con las mayores poblaciones puertorrique\u00f1as (Nueva York, Florida, Pensilvania y Nueva Jersey).<\/p>\n<p>En cuanto a ingresos medios, tasas de pobreza, participaci\u00f3n laboral y uso de cupones de alimentos, encontramos que a los puertorrique\u00f1os en el continente les va mucho mejor que a los puertorrique\u00f1os en la isla. Aun as\u00ed, quienes m\u00e1s cupones de alimentos utilizan son los de la isla, no los del continente. El verdadero culpable no es la falta de bienestar, sino la falta de libertad econ\u00f3mica en la isla.  <\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-2037 aligncenter\" src=\"http:\/\/thelibreinstitute.org\/wp-content\/uploads\/2016\/05\/LIBRE_PRgraphs_combined_1500x1500.png\" alt=\"LIBRE_PRgraphs_combined_1500x1500\" width=\"694\" height=\"694\"><\/p>\n<p>De los gr\u00e1ficos, es f\u00e1cil ver por qu\u00e9 los puertorrique\u00f1os huyen de la isla. En todos los aspectos, excepto en el uso de cupones de alimentos, a los puertorrique\u00f1os en la isla les va mucho peor que a sus compatriotas boricuas en el continente en todos los estados comparados. Incluso en el caso de los cupones de alimentos, el uso en la isla solo es superado por el uso en el continente en el caso de un estado: Pensilvania. El uso de cupones de alimentos est\u00e1 correlacionado con la pobreza, pero un <a href=\"http:\/\/www.heritage.org\/research\/reports\/2015\/12\/misguided-plan-for-puerto-rico-would-set-dangerous-precedent\">creciente cuerpo de investigaci\u00f3n<\/a> sugiere que las pol\u00edticas federales de bienestar inadecuadas han contribuido a una menor participaci\u00f3n laboral en la isla, otra medida en la que a los puertorrique\u00f1os en la isla les va excepcionalmente mal.   <\/p>\n<p>La inclusi\u00f3n de los cupones de alimentos \u2014una forma com\u00fan de bienestar\u2014 en esta comparaci\u00f3n es importante en el contexto de los debates pol\u00edticos modernos en torno a la soluci\u00f3n adecuada para el bajo crecimiento de Puerto Rico y la consiguiente crisis fiscal. Los <a href=\"http:\/\/www.nytimes.com\/2015\/10\/22\/business\/dealbook\/obama-administration-draws-up-plan-to-help-puerto-rico-with-debt.html\">responsables pol\u00edticos de izquierda<\/a> han se\u00f1alado repetidamente la falta de expansi\u00f3n de Medicaid y otros programas de bienestar como una causa clave de los problemas de la isla. Sin embargo, un patr\u00f3n que surge de estas comparaciones es el hecho de que a los puertorrique\u00f1os les suele ir mejor en jurisdicciones con mayor <a href=\"https:\/\/www.charleskochinstitute.org\/economic-freedom\/\">libertad econ\u00f3mica<\/a> \u2014la libertad de elegir c\u00f3mo producir, vender y usar sus propios recursos, respetando al mismo tiempo los derechos de los dem\u00e1s a hacer lo mismo\u2014. En medidas como el gasto p\u00fablico, la fiscalidad y la libertad del mercado laboral, estados como Florida se encuentran sistem\u00e1ticamente entre los <a href=\"http:\/\/www.freetheworld.com\/2015\/efna\/economic-freedom-of-north-america-2015.pdf\">m\u00e1s econ\u00f3micamente libres de Norteam\u00e9rica<\/a>, lo que deber\u00eda ser una llamada de atenci\u00f3n para el gobierno de San Juan.  <\/p>\n<p>Miles de puertorrique\u00f1os han abandonado su querida isla por el estado de Florida en los \u00faltimos a\u00f1os, y eso no deber\u00eda sorprender. Los puertorrique\u00f1os en el Estado del Sol disfrutan de mayores niveles de libertad econ\u00f3mica que sus hom\u00f3logos en la isla, lo que <a href=\"https:\/\/www.charleskochinstitute.org\/economic-freedom\/\">allana el camino<\/a> a mayores ingresos, menor pobreza, menos desempleo, mayor esperanza de vida, mejor calidad ambiental y un sinf\u00edn de otros beneficios. Las preguntas que los responsables pol\u00edticos deber\u00edan hacerse son sobre el tama\u00f1o del sector p\u00fablico, las excesivas regulaciones laborales, los poderosos sindicatos, el bienestar corporativo, el amiguismo generalizado, los niveles inapropiados de bienestar y las barreras legales al comercio.
