Para ver el informe completo, <a href=\"https:\/\/docs.google.com\/viewerng\/viewer?url=http:\/\/thelibreinstitute.org\/wp-content\/uploads\/2016\/06\/Puerto-Rico-Study-WEBSITE-READY2.pdf&amp;hl=en\">haz clic aqu\u00ed<\/a>. <\/p>\n<ul>\n<li><strong>Los problemas de Puerto Rico se han perpetuado por los altos salarios m\u00ednimos y las prestaciones sociales<\/strong>\n<ul>\n<li>La combinaci\u00f3n de salarios m\u00ednimos altos y prestaciones sociales parece haber congelado los aumentos de productividad e ingresos, haber acabado con la tasa de inversi\u00f3n y haber dejado a Puerto Rico con una de las tasas m\u00e1s bajas del mundo de empleo y participaci\u00f3n en la fuerza laboral.<\/li>\n<li>Esta imposici\u00f3n del salario m\u00ednimo federal \u2014que se fij\u00f3 alto en relaci\u00f3n con los salarios medios de Puerto Rico\u2014 tuvo el efecto de reducir dr\u00e1sticamente las oportunidades de empleo en la econom\u00eda formal.<\/li>\n<li>La expansi\u00f3n simult\u00e1nea de las prestaciones sociales federales tambi\u00e9n alcanz\u00f3 niveles muy superiores en relaci\u00f3n con los salarios medios que en el territorio continental de EE. UU., lo que llev\u00f3 a niveles mucho m\u00e1s altos de dependencia de las ayudas.<\/li>\n<li>A los pocos a\u00f1os de la introducci\u00f3n de los cupones de alimentos, por ejemplo, la mitad de la poblaci\u00f3n de Puerto Rico los utilizaba, lo que representaba el 7,5% de la renta personal. En las \u00faltimas d\u00e9cadas, las ayudas federales han representado casi el 30% de la renta media en Puerto Rico. <\/li>\n<li>La tasa de participaci\u00f3n en la fuerza laboral de Puerto Rico es ahora inferior al 40%, y su tasa de empleo es inferior al 30%, gran parte de la cual corresponde a empleos del sector p\u00fablico.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Camino de una crisis de deuda nacional, el declive de Puerto Rico tiene su origen en d\u00e9cadas de mala gesti\u00f3n<\/strong>\n<ul>\n<li>La deuda de Puerto Rico supera ya un asombroso 100% del Producto Nacional Bruto.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Sin reformas, el sistema econ\u00f3mico de Puerto Rico podr\u00eda verse abocado a un colapso cercano<\/strong>\n<ul>\n<li>La deuda p\u00fablica pendiente de Puerto Rico es la mitad de la de la cr\u00f3nicamente afectada California, un estado con m\u00e1s de diez veces la poblaci\u00f3n y con salarios per c\u00e1pita varias veces superiores a los de Puerto Rico.<\/li>\n<li>La poblaci\u00f3n, la econom\u00eda y los activos que respaldan el sistema de pensiones se est\u00e1n reduciendo m\u00e1s r\u00e1pido de lo que los recortes presupuestarios pueden compensar.<\/li>\n<li>La falta de oportunidades econ\u00f3micas est\u00e1 aumentando el n\u00famero de personas dependientes del gobierno o que abandonan la isla por completo.<\/li>\n<li>A medida que la base imponible se reduce y la proporci\u00f3n de dependientes crece, aumenta la presi\u00f3n sobre el ya sobredimensionado y mal gestionado sector p\u00fablico de la isla. M\u00e1s de 60.000 millones de los 70.000 millones del Producto Nacional Bruto de Puerto Rico corresponden al sector p\u00fablico. <\/li>\n<\/ul>\n<\/li>\n<li><strong>Las implicaciones para Puerto Rico son claras: tanto los responsables en EE. UU. como en Puerto Rico deben considerar seriamente formas de hacer m\u00e1s flexibles tanto el salario m\u00ednimo como las prestaciones sociales<\/strong><\/li>\n<\/ul>\n<p><strong><em>Recomendaciones<\/em><\/strong><\/p>\n<ul>\n<li><strong>Alivio del salario m\u00ednimo federal:<\/strong> El gobierno de cualquier estado o territorio de Estados Unidos deber\u00eda tener la autoridad para solicitar al Departamento de Trabajo de EE. UU. un alivio de las restricciones del salario m\u00ednimo en zonas donde la tasa de empleo sea inusualmente baja. La exenci\u00f3n deber\u00eda concederse salvo en circunstancias excepcionales.\n<ul>\n<li>Cualquier junta de supervisi\u00f3n propuesta en una crisis financiera de este tipo deber\u00eda tener la facultad de conceder exenciones amplias de la aplicaci\u00f3n del salario m\u00ednimo federal, y deber\u00eda tener la facultad de recomendar reformas de pol\u00edticas, incluida la reorganizaci\u00f3n de las instituciones gubernamentales.<\/li>\n<\/ul>\n<\/li>\n<li><strong>Fomentar el trabajo junto con las ayudas<\/strong>: Las prestaciones sociales deber\u00edan \u201caplanarse\u201d reduciendo las prestaciones para quienes no trabajan y aumentando las prestaciones para quienes trabajan en la parte m\u00e1s baja de la escala de ingresos, con el fin de eliminar el \u201cprecipicio de las ayudas\u201d.<\/li>\n<li><strong>Sustituir el impuesto sobre la renta por un impuesto sobre las ventas:<\/strong> Hasta que las transferencias federales puedan reducirse a niveles acordes con los del territorio continental de Estados Unidos, el gobierno de Puerto Rico deber\u00eda pasar del impuesto sobre la renta al impuesto sobre las ventas, para que sus finanzas no queden limitadas a la base imponible actual, artificialmente restringida.<\/li>\n<\/ul>\n<p>Para ver el informe completo, <a href=\"https:\/\/docs.google.com\/viewerng\/viewer?url=http:\/\/thelibreinstitute.org\/wp-content\/uploads\/2016\/06\/Puerto-Rico-Study-WEBSITE-READY2.pdf&amp;hl=en\">haz clic aqu\u00ed<\/a>.
