La llamada \u00abGuerra contra la Pobreza\u00bb, declarada por primera vez por Lyndon B. Johnson en 1964, es un ejemplo de manual. <\/p>\n<p>Parece que, independientemente de si sus esfuerzos tienen \u00e9xito o fracasan, la respuesta es siempre subir los impuestos, gastar m\u00e1s dinero y crear m\u00e1s programas gubernamentales, a menudo redundantes. Incluso despu\u00e9s de haber gastado cientos de miles de millones de d\u00f3lares, m\u00e1s de uno de cada cinco hispanos en EE. UU. vive actualmente en la pobreza, y la situaci\u00f3n no muestra signos de mejora. En el gr\u00e1fico de abajo, examinamos las tendencias del gasto federal en bienestar y las tasas de pobreza de los hispanos desde 1972 hasta el presente, utilizando datos de la Reserva Federal y de la Oficina del Censo de EE. UU.  <\/p>\n<p><a href=\"http:\/\/thelibreinstitute.org\/wp-content\/uploads\/2016\/02\/LIBRE_BlogGraphics_WelfareGraphic_FB_4.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-1790\" src=\"http:\/\/thelibreinstitute.org\/wp-content\/uploads\/2016\/02\/LIBRE_BlogGraphics_WelfareGraphic_FB_4.jpg\" alt=\"LIBRE_BlogGraphics_WelfareGraphic_FB_4\" width=\"444\" height=\"444\"><\/a><\/p>\n<p>La l\u00ednea amarilla representa el nivel de gasto en seguridad de los ingresos por parte del gobierno federal en <a href=\"https:\/\/research.stlouisfed.org\/fred2\/series\/G160751A027NBEA\">bienestar y servicios sociales<\/a>, en miles de millones de d\u00f3lares, desde 1972 hasta 2014. La l\u00ednea blanca representa el porcentaje de la <a href=\"https:\/\/www.census.gov\/content\/dam\/Census\/library\/publications\/2015\/demo\/p60-252.pdf\">poblaci\u00f3n hispana de EE. UU. bajo el umbral de pobreza<\/a> durante el mismo periodo. A pesar de que el gasto federal para el alivio de la pobreza se ha multiplicado casi por veinte, las tasas de pobreza de los hispanos se han mantenido pr\u00e1cticamente iguales, oscilando entre el 20 y el 30 % durante las \u00faltimas cuatro d\u00e9cadas.  <\/p>\n<p>El hecho de que las tasas de pobreza no respondan a los aumentos del gasto deber\u00eda servir como una se\u00f1al clara para los legisladores de que las causas estructurales son las culpables. Estados Unidos est\u00e1 lejos de ser un mercado libre, y el Estado de bienestar no es m\u00e1s que una tirita que cubre un problema subyacente m\u00e1s fundamental. Nuestra econom\u00eda sufre bajo uno de los <a href=\"http:\/\/www.economist.com\/node\/21547789\">reg\u00edmenes regulatorios m\u00e1s onerosos<\/a> del mundo desarrollado, lo que impide permanentemente la capacidad de las empresas estadounidenses para contratar trabajadores, innovar y adaptarse ante el cambio. Las leyes restrictivas del salario m\u00ednimo, las regulaciones laborales y los mandatos de seguros han <a href=\"http:\/\/object.cato.org\/sites\/cato.org\/files\/pubs\/pdf\/PA701.pdf\">reducido las oportunidades de empleo<\/a> para los trabajadores menos cualificados y han forzado a miles de personas a aceptar trabajos a tiempo parcial de forma involuntaria. Los laber\u00ednticos mandatos y controles sobre la atenci\u00f3n sanitaria han inflado el coste de los seguros y han hecho que sea cada vez m\u00e1s costoso para los trabajadores de bajos ingresos atender sus necesidades de salud; una de las <a href=\"http:\/\/www.jsonline.com\/news\/health\/poverty-linked-to-bad-health-lack-of-care-b99284864z1-262898801.html\">principales causas de la pobreza<\/a> en los Estados Unidos.    <\/p>\n<p>Todos estos son problemas graves que deben abordarse, y los datos muestran que echar m\u00e1s dinero al problema no est\u00e1 teniendo el efecto deseado; en todo caso, lo est\u00e1 agravando. Los planificadores centrales no saben c\u00f3mo abordar las diversas necesidades de los pobres de forma sostenible, y la gente sigue vi\u00e9ndose abocada a la pobreza como consecuencia de la falta de libertad econ\u00f3mica en la econom\u00eda. En lugar de sacar a la gente de la pobreza, el gasto federal en bienestar ha seguido creciendo a\u00f1o tras a\u00f1o sin ning\u00fan efecto observable.
