Es un tiempo de dar y compartir con quienes amamos y con quienes tienen menos suerte. Pero \u00bfcu\u00e1l es el papel del gobierno en esto? Nuestro sistema de bienestar actual est\u00e1 planificado centralmente, asigna mal los recursos y nos obliga a pagar demasiado y recibir muy poco.   <\/p>\n<p>La ineficiencia de nuestro actual estado de bienestar proviene de innumerables defectos, pero uno de los m\u00e1s graves es la dificultad inherente de la planificaci\u00f3n central. Actualmente, una parte significativa del bienestar p\u00fablico toma la forma de bienes y servicios espec\u00edficos, como alimentos, vivienda, atenci\u00f3n m\u00e9dica y educaci\u00f3n. Todos estos bienes son valiosos a su manera, pero los planificadores centrales no pueden determinar eficientemente qu\u00e9 recursos destinar a qu\u00e9 necesidades de manera fiable. Por ejemplo, algunas personas que reciben ayuda financiada por los contribuyentes pueden tener m\u00e1s asistencia de la que necesitan para alimentos (a trav\u00e9s del Programa de Asistencia Nutricional Suplementaria, o &#8216;Cupones de Alimentos&#8217;), cuando lo que realmente necesitan es arreglar su coche. Alternativamente, algunas personas que tienen acceso a miles de d\u00f3lares en atenci\u00f3n m\u00e9dica a trav\u00e9s de Medicaid pueden estar perfectamente sanas, pero a\u00fan as\u00ed tener dificultades para pagar sus facturas de tel\u00e9fono. Debido a que los planificadores centrales en Washington no tienen acceso al conocimiento local sobre las necesidades individuales de los beneficiarios del bienestar, los programas generales que proporcionan bienes y servicios a la poblaci\u00f3n probablemente desperdicien algunos recursos en personas que no los necesitan y al mismo tiempo no logren satisfacer las necesidades de otros.     <\/p>\n<p>En el gr\u00e1fico siguiente, podemos visualizar las diferencias que resultan en los c\u00e1lculos de valor y coste en cuatro tipos diferentes de gasto: gastar tu propio dinero en ti mismo, gastar tu propio dinero en otra persona, gastar el dinero de otra persona en ti mismo y gastar el dinero de otra persona en otra persona.<\/p>\n<p><a href=\"http:\/\/thelibreinstitute.org\/wp-content\/uploads\/2015\/12\/Chart-December.jpg\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-1607 aligncenter\" src=\"http:\/\/thelibreinstitute.org\/wp-content\/uploads\/2015\/12\/Chart-December.jpg\" alt=\"Chart December\" width=\"542\" height=\"543\"><\/a><\/p>\n<p>Cuando gastas tu propio dinero en ti mismo, es probable que busques el coste m\u00e1s bajo posible \u2014conocido como economizar\u2014 para el producto de mayor valor. Debido a que eres tanto el gastador como el receptor, tienes un incentivo para economizar, y est\u00e1s tanto dispuesto como capacitado para buscar el mayor valor. Nadie discutir\u00eda que los administradores de nuestro actual estado de bienestar no deseen sinceramente ayudar a quienes lo necesitan. Sin embargo, los cupones de alimentos son valorados de manera diferente por las personas hambrientas y las personas bien alimentadas, al igual que la cobertura de Medicaid es valorada de manera diferente por los trabajadores de la construcci\u00f3n y los cajeros. Los planificadores centrales no pueden satisfacer eficientemente necesidades tan matizadas a escala nacional: simplemente es imposible para ellos saber lo suficiente sobre las necesidades y circunstancias de decenas de millones de beneficiarios.    <\/p>\n<p>Por otro lado, cuando gastas tu propio dinero en otra persona, tienes menos capacidad para buscar el mayor valor, pero a\u00fan buscas economizar. En este caso, el dinero se gasta eficientemente, pero las necesidades no se satisfacen tan eficazmente. Sin embargo, cuando gastas el dinero de otra persona en ti mismo, la situaci\u00f3n se invierte. Las necesidades se satisfacen muy eficazmente, pero es menos probable que el dinero se gaste eficientemente. Cuando gastas el dinero de otra persona en otra persona, tanto el incentivo para economizar como la capacidad para buscar el mayor valor est\u00e1n en su nivel m\u00e1s bajo. Debido a que la mayor parte del bienestar en Estados Unidos toma la forma de bienes y servicios espec\u00edficos en lugar de dinero en efectivo, desafortunadamente esta es la manera en que funciona gran parte del sistema actual.     <\/p>\n<p>Los hispanos son una parte grande y creciente de la poblaci\u00f3n estadounidense, y representan el <a href=\"http:\/\/kff.org\/medicaid\/state-indicator\/distribution-by-raceethnicity-4\/\">29 %<\/a> de los beneficiarios de Medicaid, m\u00e1s del <a href=\"http:\/\/www.fns.usda.gov\/sites\/default\/files\/ops\/Characteristics2013.pdf\">16 %<\/a> de los participantes de SNAP y el <a href=\"http:\/\/nlihc.org\/sites\/default\/files\/HousingSpotlight2-2.pdf\">21 %<\/a> de los hogares en viviendas p\u00fablicas. Todos estos son ejemplos de programas que, si bien satisfacen las necesidades de algunos, no satisfacen eficientemente las necesidades de algunos y desperdician recursos en otros. Los planificadores centrales enfrentan obst\u00e1culos intr\u00ednsecos e insuperables al decidir qu\u00e9 recursos asignar a qu\u00e9 necesidades, y el resultado es que el dinero gastado por el gobierno federal en prestaciones \u2014hasta dos tercios de todo el gasto federal\u2014 no se est\u00e1 asignando tan eficazmente como podr\u00eda. Dicho esto, esa cantidad de dinero gastada por el gobierno en prestaciones sigue siendo demasiado alta.   <\/p>\n<p>Las fiestas son un tiempo para dar y para celebrar lo que tenemos.
