UU., con una alta tasa de participaci\u00f3n y contribuciones significativas al crecimiento econ\u00f3mico. Las pol\u00edticas actuales pueden limitar la libertad de los trabajadores, aumentar los costes empresariales y afectar de manera desproporcionada al mercado laboral hispano. Garantizar el acceso al trabajo, reducir las regulaciones y apoyar a las peque\u00f1as empresas son cruciales para un mercado laboral s\u00f3lido y la recuperaci\u00f3n econ\u00f3mica (Dubina 2021; BLS 2024).\u202f<\/span><span class=\"eop\"> <\/span><\/p>\n<p class=\"paragraph\"><em><span style=\"text-decoration: underline;\"><span class=\"normaltextrun\">Desempleo<\/span><\/span><\/em><\/p>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><b>Datos Ca\u00f3ticos de Desempleo: <\/b><\/span><span class=\"normaltextrun\">Las solicitudes de desempleo interanuales en EE. UU. fluctuaron en 2023, con las solicitudes iniciales cayendo un 15,6% por debajo del enero anterior, aceler\u00e1ndose a un 22,7% en junio, para luego estabilizarse a finales de a\u00f1o. Las solicitudes continuas cayeron un 8,8% al principio, se dispararon un 30,9% por encima de los niveles de 2022 en julio, y terminaron un 10,5% m\u00e1s altas que a finales de 2022. El desempleo general aument\u00f3 un 0,3% (Administraci\u00f3n de Empleo y Capacitaci\u00f3n de EE. UU. 2024).\u202f<\/span><span class=\"eop\"> <\/span><\/p>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><b>La Disparidad del Desempleo Hispano Persiste<\/b><\/span><span class=\"normaltextrun\">: A lo largo de 2023, el desempleo hispano super\u00f3 consistentemente el promedio nacional en un 1%, con diciembre registrando una tasa de desempleo del 5% entre la poblaci\u00f3n hispana (BLS 2024), lo que subraya una disparidad persistente.\u202f<\/span><span class=\"eop\"> <\/span><\/p>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><b>Ocio y Hosteler\u00eda a la Baja:<\/b><\/span><span class=\"normaltextrun\"> Los cambios en el gasto en ocio y hosteler\u00eda afectaron de manera desproporcionada a los hispanos, que representan el 25% de los empleados de ese sector, lo que indica que las vulnerabilidades espec\u00edficas del sector pueden perjudicar desproporcionadamente el empleo hispano.\u202f<\/span><span class=\"eop\"> <\/span><\/p>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><b>La Industria de la Construcci\u00f3n Resiliente:<\/b><\/span><span class=\"normaltextrun\"> El sector de la construcci\u00f3n mostr\u00f3 un crecimiento robusto, sin embargo, a\u00f1adiendo 448.000 puestos de trabajo desde febrero de 2020. Cabe destacar que se estima que 153.216 de estos puestos fueron ocupados por hispanoamericanos, lo que indica importantes oportunidades de empleo en esta industria (Soto 2022; BLS 2024).\u202f<\/span><span class=\"eop\"> <\/span><\/p>\n<p class=\"paragraph\"><em><span style=\"text-decoration: underline;\"><span class=\"normaltextrun\">Participaci\u00f3n en la Fuerza Laboral<\/span><\/span><\/em><\/p>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><b>Explicaci\u00f3n de la Tasa de Participaci\u00f3n en la Fuerza Laboral (LFPR): <\/b><\/span><span class=\"normaltextrun\">La participaci\u00f3n en la fuerza laboral de EE. UU. sigue disminuyendo desde los m\u00e1ximos anteriores a los a\u00f1os 2000. Alcanzando el 62,5% en 2023, todav\u00eda por debajo del nivel inmediatamente anterior a la pandemia, el 63,3%. La participaci\u00f3n hispana, consistentemente por encima del promedio y alcanzando un m\u00e1ximo del 70,3% en 2001, tampoco se ha recuperado a los niveles previos a la COVID. En general, a finales de 2023, el mercado laboral experiment\u00f3 un d\u00e9ficit de 2,1 millones de trabajadores, incluyendo 530.000 trabajadores hispanos menos en comparaci\u00f3n con la fuerza laboral previa a la COVID (BLS 2024, an\u00e1lisis de LIBRE).\u202f<\/span><span class=\"eop\"> <\/span><\/p>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><b>La LFPR Lucha por Volver a la \u00abNormalidad\u00bb:<\/b><\/span><span class=\"normaltextrun\"> En 2023, tanto la LFPR general como la hispana mostraron una mejora m\u00ednima hacia los niveles previos a la COVID, con la LFPR hispana aumentando inicialmente para luego disminuir, y la tasa general estable en el 62,6%. Esto subraya la importancia de reducir las barreras del mercado laboral y mejorar el acceso al trabajo para la estabilidad econ\u00f3mica (BLS 2024).\u202f<\/span><span class=\"eop\"> <\/span><\/p>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><b>Persiste una Brecha Curiosa: <\/b><\/span><span class=\"normaltextrun\">Despu\u00e9s de la pandemia, una significativa ampliaci\u00f3n de la brecha entre las ofertas de empleo y las contrataciones se\u00f1ala escasez de mano de obra, posible inflaci\u00f3n salarial y una fuerte demanda de trabajadores, lo que subraya las ineficiencias del mercado posiblemente causadas por desajustes de habilidades y destaca la necesidad de una reforma regulatoria, la mejora de las cualificaciones de la fuerza laboral y ajustes en la inmigraci\u00f3n (Duval et al. 2022).\u202f<\/span><span class=\"eop\"> <\/span><\/p>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><b>Surgen Soluciones de Abajo hacia Arriba:<\/b><\/span><span class=\"normaltextrun\"> Los esfuerzos recientes para aumentar la LFPR incluyen asociaciones entre empleadores y colegios comunitarios, y programas de capacitaci\u00f3n espec\u00edficos de la industria, con el 55% de las empresas eliminando los requisitos de titulaci\u00f3n en 2023 para ampliar la reserva de talento (Crist 2023). A pesar de estas medidas, las decisiones pol\u00edticas han limitado el acceso al trabajo y la flexibilidad, desafiando a las peque\u00f1as empresas y aumentando potencialmente los costes para los consumidores.\u202f<\/span><span class=\"eop\"> <\/span><\/p>\n<p class=\"paragraph\"><em><span style=\"text-decoration: underline;\"><span class=\"normaltextrun\">Cambios en las Pol\u00edticas<\/span><\/span><\/em><\/p>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><b>La Disrupci\u00f3n de la Pol\u00edtica Laboral Afecta Desproporcionadamente a los Hispanos: <\/b><\/span><span class=\"normaltextrun\">Los est\u00e1ndares revisados de empleador conjunto (pasando del control directo al potencial) y los criterios m\u00e1s estrictos de \u00abcontratista independiente\u00bb amenazan con aumentar las responsabilidades, los costes operativos y los litigios para las franquicias y los sectores de servicios, al tiempo que sobrecargan a los empleadores y limitan la flexibilidad para los 70 millones de trabajadores independientes, afectando particularmente a los trabajadores de color y a aquellos que requieren arreglos laborales flexibles. El an\u00e1lisis de LIBRE Initiative encontr\u00f3 que el 26 por ciento de todos los trabajadores independientes son hispanos y que casi el 30 por ciento de las empresas hispanas con empleados son franquicias (IFA 2022; Holtz-Eakin 2024; U.S. Congressional Record 2024; Lafolla 2024; Soto 2020; Soto 2024; Braga 2023; MBO Partners 2024).\u202f<\/span><span class=\"eop\"> <\/span><\/p>\n<p class=\"paragraph\"><span class=\"normaltextrun\"><b>Cambios en las Normas de Inmigraci\u00f3n:<\/b><\/span><span class=\"normaltextrun\"> Las propuestas de normas que limitan el uso de visas H-2A y H-2B podr\u00edan exacerbar las brechas en el mercado laboral, aumentando los costes para los empleadores y restringiendo el acceso a estos programas de trabajo temporal. Los altos costes regulatorios y los procesos complejos disuaden a las peque\u00f1as empresas y a las granjas familiares, reduciendo potencialmente las v\u00edas legales para los migrantes econ\u00f3micos y afectando negativamente a la agricultura y las peque\u00f1as empresas de EE. UU.
